Has the Citywide PLA Improved SF’s State of Play?
For every public department covered by a PLA (SFO, PUC, SFPW, RPD) local hire and apprenticeship meets or exceeds the goal.
“We’re now seeing some of the benefits of this work,” Arce said, citing the City’s annual local-hire report, which underscores how partnerships fostered by the PLA are enhancing working-class San Franciscans’ participation in projects. “In the most recent year, we observed that 34% of the overall workforce on local-hire projects were from the local community, with a remarkable 51% of local apprentices. These percentages increase dramatically when a PLA is in place: 51% local workforce and 80% local apprentices.”
From Cubicles to Condominiums
The legislation, penned by SF Assemblymember Matt Haney (D-Assembly District 17), would allow O2R conversion “by right,” forgoing local zoning rules that would restrict or hinder the development of residential units. AB 1532 would also streamline the application process, leading to a quicker turnaround from empty boardrooms to domestic dwellings.
